What is ASER — and why it matters
Every year (now every other year) volunteers visit hundreds of thousands of rural households and ask each child, one-on-one, to read a simple paragraph and do basic sums. The result — ASER — is India's largest citizen-led survey of learning, and it measures something school enrolment numbers hide: not whether children are in school, but whether they are actually learning to read and count. Because the test has been unchanged since 2006, ASER is the clearest long-run window we have on the country's foundational-learning crisis — and its recovery.

Making sense of the numbers
What counts as a "pass". Reading = the child can read a Std II-level "story" comfortably. Arithmetic = Std III measures at least subtraction; Std V & VIII measure division, as ASER reports them. These are floors, not grade-level mastery — a Std VIII child who "can read a Std II text" is still three grades behind where the curriculum expects.
Reading the patterns responsibly. Three things recur in the data: the sharp 2022 dip is the pandemic's long school-closure showing up in learning; private-school children usually start higher, but that reflects who enrols where (wealthier, more urban families) as much as school quality, so it is not a like-for-like comparison; and district figures bounce around more than state figures because the samples are smaller — read a single district as a signal, not a verdict, and trust the direction more than the decimal. A "good" score is best judged against the state average and the state's own past, both of which the explorer marks for you.
Definitions & sourcing. State figures (Rank / Table / a state's Trend line) are for all children (government + private); the national Trend also breaks out government vs private schools. All children are tested one-on-one in the household; the assessment method is unchanged since 2006, so years are comparable.
Data compiled from the ASER (Rural) 2024 report (Table 15, and Tables 1–9 for national trends & the skill ladder), the ASER 2016 state pages (Tables 5, 6, 8 & 9) for the 2012–2016 rounds, and ASER 2024’s district “Performance of districts” estimates (605 districts) for the district view. District figures follow ASER’s own bands — Std III–V and Std VI–VIII — because district samples are smaller than state samples; reading is the same Std II text at both bands, while arithmetic is subtraction (III–V) and division (VI–VIII). Every value was cross-checked against the reports’ All-India and state totals. Jammu & Kashmir and Sikkim have data from 2018 only. Facilitated by Pratham.
