India is one of very few countries that makes corporate charity a legal duty. Section 135 of the Companies Act sends roughly ₹30,000 crore a year into development work. This traces five years of it — which states received it, which causes absorbed it, and how much was never assigned to a state at all.
Each dot is a state: how rich it is across the bottom, how much CSR each resident received up the side. If giving followed need, the dots would slope downward. They do the opposite.
Totals reward big states. Per person is the fairer comparison — and the one that shows the gap.
Education and health together take more than half of all CSR — and both are causes where public provision is already strongest in the states that receive the most.
