Make the strength of each finding visible
A report in which every finding is written in the same confident voice hides the difference between what the evaluation showed and what it suggests. A reader cannot tell a result from a survey of 1,200 women from an impression gathered in four interviews.
This guide gives you five tests, each scored 0, 1 or 2: sources, method fit, consistency, bias risk and coverage. One cap stops a strong total from hiding a weak core. A rating sheet records the reasons, and a table gives the words to use in the report for each rating. A worked example rates six findings from an evaluation, and shows one capped at Moderate and why.
